The transfer of the Seat of the Superintendency, from Hongkong to Shanghai will under necessity involve some modification in the existing arrangements for providing funds for the salaries & contingent Expenses of the different Consulates: Up to the present time those funds have been issued by the Commissariat Department to the Colonial Treasurer under warrant from the Chief Superintendent, & the Colonial Treasurer has thereupon remitted the same to F. Bruce, C.B.
